I have randomly gotten one of these, but I do not know how to use it. There are no wiki entries, no discussions about it (except this now), etc. so I have no way to know what it is or its use. By the way, I got it with 4 new emotes and a new bg ( are emotes).

Not happening. Most games are 70-90% off, so that wouldn't make any sense.

Well, it's not like it has to be applied to those games, it could just be applied to stuff that isn't on sale.

Valve does not set the prices on Steam, the developers and publishers do.
