There are so many sales and games are always dirt cheap. I don't know why anyone on steam would willingly pay for some monthly service.
That would be interesting if that option was available on Steam, I would have to wonder what new types of can-of-worms would this open up and the never-heard-of problems that Steam support would encounter, that would be interesting to watch.
Something like:
"I got this stupid Steam pass but all my anime wishlisted games aren't on it. WT(Friggy)!",
"Whats the refund difference between this pass and the game separately, because I want both refunds!",
"The game pass jacked my achievements and it looks like I used SAM?!"
"I did a 6-months on this Pass had NO card drops!".... and on and on..
You mentioned EA Pass, I'm surprised a game publisher pass hasn't surfaced on Steam as of yet, I would say something like a Steam Capcom Pass.
Personally, I'm more in the so-called perceived game-"ownership" camp versus the "rental" camp, but if there was a discount in a rent-to-own option, I might give it a shot.
For others, many collect Steam games and others like myself, have a huge backlog of games that I haven't touched in years.
I think, this would probably be good for people who want to play the latest and greatest "right now." and play these games and move on.
Because Capcom would not want to do that.
..and I don't think your an official spokesperson for Capcom nor a representative for the whole Steam community.
Capcom is pretty known for their stinginess.
The "What if" scenario still revolves around the developers/publishers willingness to opt into such a subscription service. Most big ones would not.
But they are a few capcom titles on xbox pass (resident evil, street fighter 4, dead rising etc) but these are mostly older titles that I guess aren't selling so well these days.
Im not willing to subscribe too such services myself unless their is a killer game on there that makes financial sense for ME to rent instead of buy. The only reason I got xbox pass is because it works out cheaper for me to play, finish and never touch agian the few games on there than it was to go out and buy the digital or retail copy (if that makes sense).

For Valve to do this would take multiple studio co-operation which could lead to huge arguments over who gets what share of the proceeds. If by time played "Her Story" probably wouldn't go on because you can comfortably finish the game in three hours.
I wouldn't want to block it if other people were keen but what I REALLY don't want is Steam to become a subscription service.

you might get 100 games for 10€ a month . but you also dont get to keep them .so if you play 5 games over 4 months and then cant continue paying you lose the games even if you havent finished them yet . you still paid 40€ and end up with no games . if you just bought 2 or 1 of the games on sale you would keep it forever
its also unlikely you would test all games to decide which ones to buy , as soon as 1 is fun you will continue playing it ( its like those trash bundles (20€ for 20-40 games) , if you find 1 gem you will ignore the rest even if they could be gems too
