Are all fan-games allowed on steam ?

I was thinking if someone wants to create a fan-made game is it allowed to be greenlighted on steam, cause i know Black Mesa and Hunt down the freeman are, although Half-Life is Valves IP. A friend of mine was watching a video about some kind of Garfield horror animation ( dont ask me why) and asked me if it was a real game would it be allowed on Steam or are there any copyright laws for it ? Do you have to ask permission to the publisher if you want to make a fan-game or do you just make it and then wait for it to get accepted ? Let me know in the comments.

Not sure if I understand your question... if you develop a game then obviously it should be publishable through Steam provided that you bring some money (so I assume) and that the game falls within the Steam rules.

How you develop that game is up to you. Obviously it's not suggested to just copy an existing game because that could lead you into a whole heap of trouble.

is it in this case though, becaue i saw garfield kart here and apparently its not the only studio which had the rights to make a garfield game. Even Sega made one.

You would need to get a lawyer and have that lawyer contact the Garfield franchise law firm, and buy a licence, but you'd literally never get one for "a garfield horror game"
