Depends. I fully understand parents just want to "get rid" of their children for a bit of a time.
But a monitor is not a baby-sitter and should not be treated as such. Like anything, moderation is important.
Whether it's a TV show or a video game doesn't matter much. At this age the child still experiences the world through interaction and needs haptic feedback. A couple of crayons or some building bricks do far more for them than looking at a flat screen. Kids are creative by themselves and usually can entertain themselves quite fine.
I found a tablet with touch controls far bette than having a mouse because the direction is more direct. You touch something, it does something.
A child in kindergarden that had "gamer parents" was basically dispraxic, though of course this is an extreme outcome.
