You can also send game invites to users on your friends' list.
The join game option, just allows you to run the game on your client - if you own it.
It just executes a web browser protocol to do so.
It doesn't connect you to any server that they're on or anything too extraordinary.

An app, if you're not very well versed in PC stuff but know phone terms - Steam downloads to your computer, and then when you wish to play a game, buy something from the steam store, or do any trading, chatting, etc, you open it up and can use it like a web page on a browser.
It keeps your games up to date, and keeps track of your achievements in the games, sometimes even stores saves on its own cloud (though always keep your own! sometimes cloud saves go bad). You can upload screenshots you've taken in games, even artwork and such.
Do you see the big "STORE LIBRARY COMMUNITY YOUR NAME HERE" across the top of the window it's in? Everything in that window, which you can X out of (but closing requires another step) is the 'Steam Client' interface.
I'd suggest take some time and click around on it, familiarize yourself with the things you can reach from each tab - the Steam section on the top allows you access to your account and other such background things, the View shows you your games, music, steam friends, etc, that kind of thing.
There are folders installed on your hard drive that have the Steam executable and program files, as well as space for your games - including screenshots, modifications and addons if the game uses them, all that kind of thing. If you have some games, sometimes they use your MY DOCUMENTS folder for storing bits, too, so you might suddenly discover "hey why is there this game folder in documents I didn't create that" Steam did it when it installed the game.
Down at the bottom of the window you'll also see a DOWNLOADS word, which helps when you have games that need to be updated - sometimes they do it by themselves, but if you don't want them to you can set them to only do so when you need to play, or make a game update sooner than others on a list.
Also be aware that there's a new re-done version in Beta right now - there are threads about it all over the place, people are testing it. I'd suggest WAITING for that to finish up and release, if you don't already know what Steam does and how it does it. Likely it'll only be changing visually, with some added functions, but if you're new, it'll be ... newer. :)
And no I'm just a regular user like you - but I've been on Steam a very long time, and I really do like to see people enjoying their experience, so I try and help where I can.
As for why games get downloaded to your documents folder that's kind-of knew to me and someone might needs to explain that to me I mean I think I know the reason why some games get put in their sometimes but again I'm not that tech savvy sorry?
