Good question, and I want.
1st rule - never ask to be a moderator. They want people that show a commitment to the community. Not those that want power.

2nd rule -

3rd rule - profit

So you've been on steam for 8 months, have 1 post, and you think you're qualified to be a mod?

You behave well on the forums and act generally helpful toward people and then The Pantheon Upon Olympus Valve asks you to help out with moderating the forum.

...by "moderating the forum" I mean dealing with every time someone:
* makes another game-specific thread in the Steam general forums
* names-and-shames an alleged scammer and asks people to report them
* starts another thread arguing about the controversy of the day
* complains about moderators being unfair
* makes another thread complaining about the same instance of moderators being unfair
* spams the forums advertising a gambling site in multiple threads
* gets into an argument with someone else over some alleged slights they suffered from another user with whom they are currently engaged in a sixty-plus-post-long contest of sniping and snide insults
* impatient twelve-year-olds who post ♥♥♥♥♥♥♥ TIMEOUT ♥♥♥♥ STEAM ♥♥♥♥♥♥♥♥ RARGH RARGH ARRRGH GRAARGH
* the (n^2+58)th time someone succumbs to bait and starts a flamewar over furries/MLP fans/"console peasants"/[insert members of any political party here]/etc.
...and much more!

Oh, and dealing with the above without pay.

Yeah, I don't think there's a very high chance of ever becoming a moderator.

You're welcome. =D
As Spawn of Totoro said, "You just need to help others in the forums.

If a mod position opens up, then they will ask someone from the forums that they think will fit in with the position, be responsible, respectful and helpful to others."
Step one involves slaughtering all of the chickens in Falkreath.

If you manage to do that without incurring a bounty, slaughtering many guards, and being imprisoned (without using the console, mods, or otherwise cheating), then you can come back to learn step two.
I used to be a mod for Kabam, and I was just asked by one of the official mods out the the blue. If you participate in a helpful way, you will be noticed.

Unfortunately for you, Valve is a much bigger multi million (billion?) dollar company, and are unlikely to accept 'volunteer" moderators (no pay).

My suggestion would be to apply for an actual moderator job on their website. If you have the qualifications, and they have the space, then you should at least get a favorable response.

All Valves moderators is volunteer, the only who is not is Valve-Emplyees.

There is no way to apply for moderator job at Valve, they contact you if they think you are the right for the job.

My bad, after looking into it a bit more (yay Google) I can see that is indeed the case. I made an incorrect assumption that they didn't want random people on the internet to be mods, but it is in fact the opposite. Random people mean no liability to valve, not to mention free labor.

I would also like to mention that valve employees also have moderator powers, but it is not their primary job to browse the forums. So if the OP wanted, he could still get a job and moderate in his free time.
as they say: asking how to be one is the best way not to be chosen

being a moderator is an important position with responsibilities so you would have to be an exceptionally helpful contributive member of the community WITH a clean record in order to even hope of being considered as a mod, moreso being active.
