So you've been on steam for 8 months, have 1 post, and you think you're qualified to be a mod?
...by "moderating the forum" I mean dealing with every time someone:
* makes another game-specific thread in the Steam general forums
* names-and-shames an alleged scammer and asks people to report them
* starts another thread arguing about the controversy of the day
* complains about moderators being unfair
* makes another thread complaining about the same instance of moderators being unfair
* spams the forums advertising a gambling site in multiple threads
* gets into an argument with someone else over some alleged slights they suffered from another user with whom they are currently engaged in a sixty-plus-post-long contest of sniping and snide insults
* impatient twelve-year-olds who post ♥♥♥♥♥♥♥ TIMEOUT ♥♥♥♥ STEAM ♥♥♥♥♥♥♥♥ RARGH RARGH ARRRGH GRAARGH
* the (n^2+58)th time someone succumbs to bait and starts a flamewar over furries/MLP fans/"console peasants"/[insert members of any political party here]/etc.
...and much more!
Oh, and dealing with the above without pay.

If you manage to do that without incurring a bounty, slaughtering many guards, and being imprisoned (without using the console, mods, or otherwise cheating), then you can come back to learn step two.
Unfortunately for you, Valve is a much bigger multi million (billion?) dollar company, and are unlikely to accept 'volunteer" moderators (no pay).
My suggestion would be to apply for an actual moderator job on their website. If you have the qualifications, and they have the space, then you should at least get a favorable response.

There is no way to apply for moderator job at Valve, they contact you if they think you are the right for the job.
My bad, after looking into it a bit more (yay Google) I can see that is indeed the case. I made an incorrect assumption that they didn't want random people on the internet to be mods, but it is in fact the opposite. Random people mean no liability to valve, not to mention free labor.
I would also like to mention that valve employees also have moderator powers, but it is not their primary job to browse the forums. So if the OP wanted, he could still get a job and moderate in his free time.
being a moderator is an important position with responsibilities so you would have to be an exceptionally helpful contributive member of the community WITH a clean record in order to even hope of being considered as a mod, moreso being active.
