how to change resolution out of game?

Depends on the game. You'll likely have better luck asking on that game's forums.

You'll need to navigate the the game folder and find the .ini file and change resolution of the game, you can even change it from the launch options of the game in Steam too (might not work with all).

If you still can't find it or know what you are doing then you can ask in the game forum by right clicking on the game in your library and going to the hub and asking there.
