And the VAC system is just fine. Reporting users won't give them VAC bans. That sends them to Overwatch.
If at least 60% of Chinese players are all hacking then statistically speaking, that should give you an even split of cheaters on both teams, e.g. 3 Chinese cheaters on both teams, so it should actually be pretty fair. Of course, you couldn't possibly be exaggerating not.
As far as the VAC system goes, on average about a hundred thousand or more players are VAC banned every month as well as tens of thousands of additional gamebans. In some months it's closer to two hundred thousand VAC bans. In July, 40,000+ accounts were VAC banned in a single day.
There is no such thing as an online shooter that doesn't have a problem with cheaters...or any online/competitive game in general. If you can find one, I'm sure everyone would like to know what it is.
