It's basically what you want and the saviour of fans of this genre as far as I have heard.
I should play it more..

is the closest to those you mentioned above. The originals (Divine Divinity, Beyond Divinity) are older and isometric while the Original Sin series is a modern "top-down" (fully 3D but best played in a camera angle similar to isometric) game.
If you like character customisation beyond cosmetics, D&D doesn't hold a candle to The Dark Eye:
There is the Drakensang franchise, though also played best top-down.
Then there is Realms of Arkania: Blade of Destiny

though it has been poorly received.
Part two is currently in Early Access

Those two are remakes and the originals are also on Steam

Beware, they are from the 90s. First Person View with isometric combat.
Speaking of old games come to new live, there is also Might & Magic X

And if you want to go completely retro there is Arcanum

One of the best RPGs I've played.
Well, and talking about D&D there are of course the classic Infinity Engine games:
- Baldur's Gate
- Icewind Dale
- Planescape: Torment
You you don't mind reading , do yourself a favour and play PS:T one day. It's not on Steam, but GOG, though. They are not really open world, but the hubs are huge and they are full of things to do, so you won't mind.
