Report a translation problem
It's the internet. Millions of people use Steam. You're going to get some weird ones from time to time. Also, In my opinion, solely based on annecdotal evidence, the active Steam community is largely populated by males of various ages and maturity. So unfortunately you are a more noticeable target.
I don't think there is any particular time period. I do believe I've gotten emails or some kind of notification that something I reported (it doesn't say what/which report specifically).
I kind of doubt that. They usually stick to whatever their stated policy in terms of support, but I guess no one outside of the employees really knows and I doubt anyone would admit to it though . Plus you have to take it with a grain of salt since it came from a "friend" of said weird guy.
They are not. You can have a level 1000 account with every game available on Steam and they'd still kick you out if you break the terms of use.
If you actually have reported them via their profile, support will act sooner or later. You will not be informed about their decission however and it may be that they don't rule it worthy of action.
In the mean time you can set your profile to allow only friends to comment or even see. The nice thing on the internet is that, other than in real life, you can actually avoid bullies most of the time.
Block them, restrict your profile and pitty them for their lives.
you have allready reported them so thats about all you can do,if what they have said is serious enough then they will get whats coming to them.
if it persists then you could contact a moderator directly via there profile page and ask if they could look into it.

I will post his name and his email address and copies of all his messages both from here and the ones he has sent me to my yahoo address.
I really hope STEAM can make this a safer community by enforcing or creating some kind of anti bullying especially for girls who want to play the same games guys do.

Is there a way where I can select specific people to be able to comment on my profile and message me? I mean, I have friends whom I know from school and work and such. Or is it just the spectrum of --everyone--friends---no one?
Sadly it is just everyone/friends/no one.
I do agree with your points though, harrasment on steam has increased a lot lately.
I myself and a few people on my friends list had an issue a while back when a group targeted us for no obvious reason.
Dont play the "games" random people try to play with you.
Someone asks for nude pictures? Someone insists on the demand of an action?

I had a dude posting my profile to his friends (He has about about 600+ friends on steam) telling them all to report me and that im an ♥♥♥♥♥♥♥. And i couldnt give less ♥♥♥♥♥.
If you feel bad for harrassment on steam, maybe the internet isnt for you.
Especially since these days, steam is one of the most toxic communities you could imagine.
I've seen that piece of ♥♥♥♥ around. That guy is a loser.
I've been reported many times personally and Steam does nothing.
I think it has to do with how valuable your steam account is.
Steam does not care how much you spend, if you've spent $10,000 you will still get banned.
The first tow are just bad advise. Unless you want to escalte the situation and get eligible for punishment yourself.
Steam is not RL, you can block communications with those people for good and ignore them all around. Once you restrict commenting on your profile even alternate accounts can't touch you.
I can think of very few situations where you are forced to keep them around.
This. Please stop spreading misinformation because "I think so". for proof look at all those thousand dollar inventories of banned CS:GO players.
