I suggest using a dedicated image hosting site as that is unlikely to be filtered.
As it is not possible to filter a specific file type, then the host site needs to be filtered to prevent the spread of malicious content.
I suggest talking to the host company about it as they are allowing their system to be used in such a way.

The issue is that it isn't being sent by a stranger. More often then not, it is being sent by a friends who was infected and doesn't even know they sent it.
It isn't always a .exe either. Anyone can name a file .jpg and send it, along with instructions to change it if the image does not load. This was done with a virus a few years ago where people would change it from a .jpg after downloading it to a .scr (screen saver files) that would inject code and run a script on the user's computer.
