8 Mbps internet speed yet 24 kbps peak at download at steam PLEASE HELP what should I do I try changing my Region and nothing change and Clear Download cache and cookies nothing happened

What part? The 3rd party programs, the content servers, the bits or bytes per second?

No. What that means it is that NOD32 or some other 3rd party programs can intefere with Steam downloads.
You mentioned that your internet speed is 8Mbps while Steam download speed is significantly lower. This is measured in Megabits while Steam downloads using Megabytes, and a byte is 8 bits.
However this is also affected by what download server you use and other factors.

24kbps is slow. Try restarting the download or computer.

Have you tried many different download regions? Also what game is it? What about restarting your router/modem?

This seems to suggest that you only tried changing the download region once.

But you have to try many if needed, and try some very, very far away from you also.

Try them all if you have to, as I have seen rare cases where that was necessary to get the data fully downloaded. Try more regions.
