SteamCMD initial download stalling out

I am trying to run SteamCMD.exe. When I first run it (this is before any login), it starts to a download that looks like it is about 7 MB. AFter it gets somewhere in the 5MB range it stalls out and then starts to download the remaining 1.6MB segment of which I usually get close to or about a third before that download stalls out/stops also. This is the tail end of the output:

A search revealed that certain people fixed their SteamCMD issues by adjusting their IE security and proxy settings. I did both of those things, and as you can see ultimately I'm getting all but about 1 MB of the download before it craps out. Any thoughts/advice would be most welcome. Thank you.
