2. +ip 0.0.0.0 +net_public_adr 0.0.0.0 was/is needed to get the ip setup correctly, don't ask me why, it is like it is
That commands is for select a network card, if you are running multiple card/ips on your machine, i cant see how setting an wrong value can help anything.
Same thing for the +net_public_adr, you can use those if the server fails to recognize one or another ip address
Start without it, and enter "status" on the console, and see if your server gets both internal and external ip.
You must "tell" your router that you are running a server on a specific port on your computer.
And Korea have the same problem
