Can't connect to my localhost server of cs go [SOLVED]

First of all: Sorry for my bad english.

I follow a guide to start up a server with sourcemod and metamode.

But if i try to connect to my LOCALHOST server with the file .bat with -ip 192.168.1.2
ill have this message "Connection failed after 10 retries" if i delete "-ip 192.168.1.2" string ill allow to connect to my LOCALHOST but i won't see the server in "internet" page....

DONE:
-port forwarding
-firewall disabled
-antivirus exception

I host the server in the same machine where i play.

I also install the "Admin panel" i don't know if it can be a problem...
I have host the server with another account and not with anonymouse.

The Admin panel isn't the problem...
I reinstalled the server and nothing work, i tried to connect by command "connect localhost"
always the same problem.

This only if i put the command "-ip 192.168.1.2" in the file server.bat, but if i don't write it i can't see the server in internet page.
