We have to buy the game twice to run a dedicated server?

I am sorry if this has already been addressed. I have tried to find a thread with an answer to this question.

I read that in order to run a dedicated server (I have multiple games I want to do this for) It said to make a second Steam account because we are unable to play on the same account that is hosting the server. So, I did that. But it seems that I need to buy the game again to run a server for the game. I may be missing something.

any source engine game that is free running dedicated servers anyone can run them. most games with an appid like l4d l4d2 etc can be downloaded and implemented using steamcmd line tool and be ready to run right out the gate without any purchase necessary as you would log into steamcmd line tool using login anonymous after force_install_dir to which i use C:\servers\gamename on a windows platform. any game thats a mod technically without an appid will require the needed sdk base and then installing the independent server files inside the sdk base file system for its source dedicated server set up. any game like contagion for example, has its own hammer and source dedicated server set up, so to which this game would require you to login to your steam account via the steamcmd line tool to verify youve purchased the game in order to update or install a server which to me i hate and is a massive pain needing 2 factor authentication and alot of the times steamcmd will fail the first few times so its a battle ALWAYS just trying to update contagion lol but any games seen on my hub below are free to host games beside contagion no purchase should be necessary you just obviously wouldnt be able to test your server if you didnt have the game so...
