server delays

for some reason, my Pillars of Eternity game started pausing like it is streaming to a server briefly. It never did this before. Has anyone had this problem

in what means specifically? like running the SRCDS exe its pausing and then the window is popping up running the server? or like you connect to the server and it pauses for long before pulling into the server to play the game? im not understanding. is the server fully connecting to the internet and able to be connected to to play even after the long pause?
