Can't start server due to a procedure entry point error [Error below]

I'm trying to start a dedicated server for me and my friends and I keep getting this error (and I've done a complete reinstall as well): The procedure entry point SteamInternal_CreateInterface could not be located in the dynamic link library d:\tf2server\tf2\bin\engine.dll

No idea what's causing it, some help would be appreciated.

(Note that I've attempted validation of the files and have done a complete reinstall yet the error persists.)
