You are a minor and don't have the insurance if anything goes wrong. May want to check with your parents about it as they would be the ones held liable if anything goes wrong. You would also be expected to provide support for the system, so it would be a large commitment.
Honestly, it seem you want to start a business doing this. In that case there are taxes that need to be paid as well as a license and many other things to consider. At 13, I wouldn't suggest it.
Maybe just go word of mouth and fix small problems around the neighborhood.
Being a "minor" doesn't mean I can't be just as good as anyone else. If I can do the labor, that's all that matters. If something goes wrong, then something goes wrong. Anyone can build a computer. It's not terribly hard. My parents wouldn't be held liable for anything.
I didn't say that you weren't. I'm thinking of the legality of what you want to do and what can happen if something goes wrong.
An adult would be the one liable in that same situation.
You parents could be held liable if the computer caught fire and burnt down a house. Who would be responsible if the video card got fried? The first thing the company would ask is "was it installed my a certified tech?" and if not, you or your parents would have to pay for the replacement. If using OEM parts, there is no warranty besides what you provide.
If a minor is sued for some reason, the parents are the ones held accountable.
Not worried about the computer burning down a house. Never happened and never will.

I can build computers for people, no one's going to tell me I'm too young. You can be 5 years old and change the world. Unlikely, but can happen. No one's too young for anything. And I'm certainly not too young to do something I love.
