If a game has a significant story, it's pretty much going to be an RPG. If it has shooting mechanics it's some kind of multiplayer cash grab or an on-rails where the story is "bad guys BAD! Now shoot."
I think a lot of it comes down to the fact that devs are loathe to do level design, because semi-open exploration takes actual work. Way easier to strap the player to a one-way street or let the computer generate a giant empty open world and call that "world building."
