The eye has been part of human symbolism at the very least since the time of the ancient Egypts. The Eye of Horus (which presumably leads to the christians adopting it) for example is a quite famous symbol.
The eye for the ancient Egypt represented the sun, protection and life.
The christians shortly afterwards mention the eye a couple times in the bible, as well as the use of eye symbols to allude to the fact that their god is constantly watching them.
The combination of Sun and Eye is very, very old. Matter of fact.. interestingly enough the right eye is being associated with the sun and all things good and the left eye is associated with the moon and evil (the evil eye for example).
The eye of providence, a right eye shape framed by sunrays, and its associations with the Freemasons is a 'recent' thing. But its also what most people know these days.
However it has nothing to do with the either. The eye as symbol of searching and the sun as symbol for cleanliness and life and warmth, are age old.

As for an all seeing eye, that has been prevalent in human history since, well, human history has been recorded. It also has a proven psychological root in that people are less likely to "misbehave" when under the watch of even a painted on the wall picture of an eye.
