Blackwall tires are tires without whitewalls... Most car tires these days are blackwall tires as white wall tires only seem to be put on classic cars. I'd love to see whitewall tires make a comeback.
I used to sell them to people all the time when I worked in an autoparts and service store in the mid 2000s. Especially people in white cars. They also looked amazing on the "retro" styled cars like PT cruisers and Chevy HHRs and VW Beetles.
They are a bit hard to find
BFGoodrich and Goodyear and bridgestone still make them as well as various "no name" generic companies. Just most places don't keep a full stock of them till they actually get an order for a set.
Tires have nothing to do with human skin color. The natural rubber gum that comes out of trees is always a white or beige color, so the first rubber tires were white or beige. That's all there is to it. It was not until later when they added carbon to the rubber to make them last longer that they became black.
