The guys over in the CS forum came up with it a few months back, when someone, who probably is every important and famous to the CS community, that was a professional of one of those many pointless teams that run around, and only ultra nerds know the names of, got VAC banned.
A horrible time for the CS E-sport scene... one of their 'athletes' was found doping (aimbotting) and thus VAC banned. So people started making videos about this guy, whatever his name was.

Oh,and VACation is a play-on or something of words of Vacation and VAC,signifying that the "VAC banned" person is going on "Vacation"
