U.S. states are called states rather than provinces for a reason. It's basically a synonym for country. The U.S.A. is not a top-down governance. It is a federation managed on the principle of dual sovereignty[www.law.cornell.edu]. That means states and the federal governments are co-sovereigns. The Federal government manages the Article Ⅰ Section 8 powers, and the states have plenary power over everything else that the constitution does not expressly prohibit. The federal government lacks general police power.
There are a few cases where the federal government might be claim jurisdiction over a murder case if a relevant statute has been passed in recognition of the congressional authority, but generally speaking, murder is managed strictly at the state level for this reason.
Since it is likely being charge as a state level offense, the only person with the authority to pardon Luigi Malone would likely be New York Governor Kathy Hochul.
That doesn't really seem to apply here.
First, his donors gave him the boot from the election, so the I scratch you back, you scratch mine back principle really only seems to apply insofar as catscratches go.
Second, it's probably not as if he's going to be seeking more handouts. His political career is likely over with this loss. I doubt he'd want to rerun in 2-4 years if he's even alive by then. Dude's 82. Life expectancy in the U.S.A. is 75. Dude's living in borrowed time, and he likely doesn't need a job anymore 'cause he'll receive pension money. Ex-presidents earn a pension equivalent to the salary of a cabinet secretary[crsreports.congress.gov], which is $226,000 per year presently. Combine that with a net worth of 10 million bucks and the dude's basically set for life with enough money to leave each of his four kids and his wife a fortune of 2 million each.
Third, any illegal means of coercing him into honoring any shady backroom deals he may've made are basically rendered moot by the fact that ex-presidents and their spouses are guarded by the secret service for life since 1965, which is arguably the best security detail on the planet. Makes sense since you probably earn a great deal of enemies being in such a high position of power.
Because this is always political theatre. The only reason this is carried out at the end of any president's term is purely for THEIR appeal. They want to look good in some way.
So, this would be a suicidal legacy if he did this.

I'd say he's already going with that legacy. May not be as bad as Trump but he's still pretty bad.
This has nothing to do with this case, and there's no reason for him not to be executed. He seemed to be okay with carrying out such a sentence himself without a trial so he is already receiving a courtesy denied to his victim. I'm not going to shed a tear.
