No, it's the heavy handed, brutal approach and also keeping it more of a legal issue instead of a medical one. Criminalizing it all is the problem.

Also, not really, and I know people who are successful and have decent jobs, including better paying govt jobs ironically enough etc, who use substances like that. Not entirely.
