has "lore" in video games become a form of fanservice?

i'd appreciate the lore dumping but good lore writing doesn't make the lore impactful, imo. heck, i don't think it's about the story and more of a subplot among subplots. maybe calling it a form of fanservice is a bit of a reach but it's hard to find any kinds of media where the lore feels just right.

the majority dont even care about story in games so i doubt it devs should jsut skip story give action for no point making story cutscenes that 99% will skip
