They would need to completely redo the game on a more modern engine, with updated controls and upgraded bot AI.
It wouldn't be a very hard thing for a game company to do, but these days game companies are far too focused on making a quick buck. They don't care about creating a quality product anymore.
Ironically a completely remade Perfect Dark done right could easily become one of the best shooters of this generation. The dual function weaponry was a nice, fun touch, and bot AI was advanced enough to allow players to play vs bots instead of each other, and they would be able to sell all the cosmetic skins they wanted to for extra profit.
Add in extra game modes that didn't exist in the original like capture the flag, along with proper PC support for community run dedicated servers with a server browser and you have a winning formula that couldn't fail.
