I looked up the actuall speech on youtube, it really isn't all that special. It's just Hittler screaming at his Generals because they weren't able to mobilize enough soldiers or carry out simple orders, and then he says he should all liquifie them like Stalin did.

I always thought it was the last hours of Hittlers life, he was on his death bed, the allied nations where approaching with the soviets tagging along. He was going on his final stand against his enemies in a glorious final march. Which was what made it funny, it was such a serious and epic speech made silly. But after finding out the actual words it's a lot less funny.

Eh, the Soviets were the first to reach Berlin, the British and Americans were way off. Even when I did not understand the words, it was pretty obvious Hitler was pissed at the generals rather than motivating them. I liked that scene because it shows how paranoid and and fragile Hitler's mental health was (the SS had sought to engage in negotiations with the West behind his back, Goring challenged Hitler for his role, and the Red Army was a few miles from Berlin) in his last days.

That said, it was really funny many years ago (if you didn't understand German), but like all memes, it has an expirary date and should be left to die.
