Condemned still freaks me out. Quite possibly the scariest game I've ever played.

The invisible beasties in the stalker series would always scare the bejeezus out of me.

I don't like the defenseless horror games as much as other horror games. Resident Evil (especially the REmake) and Silent Hill 2 are some of my favorites.

I honestly don't think anything will ever beat Amnesia the Dark Decent. But that's just my opinion, as I HATE just using jump scares and noises to scare, I like being scared by the actual atmosphere and storyline.

RE and Silent Hill for me. Agree with supertrooper, I don't really like "passive" action games. TWD was excellent, but I'm not sure I would consider it horror as much as drama.

And the classic Resident Evils were great but haven't aged well, thought I am still to try out the remaster, maybe worth a look?

It is absolutely worth a look. Gameplay is the same as older Resident Evils but the presentation for the classic gameplay was never better. Seriously, Resi 4 didn't even capture the horror tone as well as the REmake. Actually...none of the RE's did...2 came close. But the REmake is a major step up in quality from most other Resident Evil titles as a horror game.
