IOW - When California institutes a new regulation regarding anything that could be sold in California, that's what all the manufacturers do if their product could potentially be sold in California. That's because if their products do not meet California's regulatory requirements, they don't get to sell or distribute them to California.
And, in California, regulatory agencies are demigods...
