Assuming the science fiction weapon works on science rather than magic, it is most likely unable to cut through any of those things because of magnetic fields, not because of whatever substance they're made from.
Simple. Yes, Goku is very strong, but he's only as strong as the limitations he has. Yes, he can break his limits, but that does not change the fact that he limits. Superman HAS no limits. He can go into the sun to turn into his super powerful form if he wanted to, which he wouldn't need to, and obliterate Goku.
Superman has no limits. He's lifted infinity, he's never been beaten (except that one time when he wasn't at his full strength, which doesn't really count - basically like saying Goku is weak cuz he was beaten by Raditz that one time).
The problem with saying who would win - Goku or Superman - is that they exist in completely different universes with completely different rules. Goku is a man, a man with limits. He trains hard and will always find a way to surpass his limits - even beat seemingly unbeatable enemies such as Kid Buu. He's even fought a God and technically won. Now, whilst you could say that I just gave you a good reason why Goku can beat Superman, read the next paragraph before going "HAHAHA TOLD YOU SO!!!" (sorry if that sounded a bit rude, didn't mean to sound like a douche >.<)
Superman is a man without limits. He has weaknesses, everyone does, but there is no limit to his strength. He is not meant to be beaten. He is meant to be force of unstoppable good, and whilst I hate to admit it, the stats say Superman would win, simply because of the Universe they live in.
However, if you were to take Goku from when he fought Raditz and Superman, put them on a planet with a red sun (takes away Supermans powers), Goku Probably would win. If you read the superman comics, then you know that Superman was beaten by an ordinary man in a fair boxing competition. Due to Gokus fighting experiance, and that Superman is just an ordinary man with a red sun - granted a very strong man - Goku probably could beat Superman. It may take some effort, but he could do it.
EDIT: Superman is not literal steel, The Man Of Steel is simply a metaphor for the fact that he is strong as steel. Of course, he is much stronger than steel, but metaphorically speaking, you know.
as with superhero novels/comics and tv/movie shows, nobody stays dead forever.
