Because it requires the person to be somewhat young. As soon as they start hitting the age of a man (so think their 20s) the disguise very quickly starts to fall apart.
So you have to do it while you're still a boy. Femboy.

Or, the more simple answer, because "boy" is a much softer term than "man". And the whole concept of femboys is just about being feminine and soft.
