Pitting can be done regardless of traffic being present or not, if it was authorized to be done then the issues presented by people being on the road is entirely void; regardless of the person caught in the crossfire of a pitting, it stopped the suspected so the entire issue is mute as the only one that will be held accountable is the criminal that tried to escape.

Friendly fire sucks so that civilizan should be thankful it was not a Bear that did the pit, at that point getting mad at the cops is literally pointless lol

It is the police's responsibility to protect the public. Would you be saying the same if a bystander was killed?
Well, technically, all those cars should have been slow and in the right land the moment they heard sirens. At least slowed, if not stopped altogether.

Yes. Thats called friendly fire, a tragic loss but one that happens regardless if we humans like it or not. Do you think SWAT or riot control troops enjoy knowing they killed an innocent who was standing to close to rioters? I can tell you they really freaking don't, the thing is, it was a public location, the criminal was escaping and they stopped it, the two people lived so the damage is repairable.

I feel bad if someone was, that sucks but at the same time; thats what happens when you get into an area of active crime and law.
Then the cops should be responsible for monetary compensation.

While tragic sometimes it has to happen. She could of caused very serious harm or death with every car she swerved between so at some point you have to weigh the risks. Same as when an officer might be returning fire at shooter that is slaughter innocents in a crowd and unfortunately hits a bystander.
innocent civilian got injured during a criminal and police chase, always these innocent civilian, always so innocent, always got hurt.

No they are covered under qualified immunity if they were not reckless in performing their duties.

I think they actually are at that stage, depending on the active situation is what really decides it on three layers, if the criminal is already detained or the zone is not active, then yes this is the cops payout, if the zone is known as sub-active; basically the half secure then any damages comes out of the cities pocket at that point and I believe active up are paid by the department itself.

In this case however the pit took down the subject who in turn, hit the passing vehicle, at that point its less of on either hands because at that stage its really up in the air, as the subject was correctly pitted but he drove seemingly with intent to take another car down with him/her; so in a way its hard to say that this the cops fault and more of a result of the criminal loosing control and smacking into another vehicle.

So...

Found a second video from the same channel OP linked, that shows they actually managed to tag the criminal who hit a grey van which came to a stop, however the civilizans in the red van instead sped up which was a stupid choose on their part as you can literally see them almost flooring the gas to get past the grey van only to curb hit out of the blue, its really hard to even say either side is actually at fault as this video makes it almost look clear as heck it was just reckless driving after being scared as the criminal didn't hit them, nor did the police but they still ran the wall hard
The pit caused the damage. The cop caused the pit.

They are responsible for the damage. They don't get to force a car to lose control and not be responsible for what happens.
ah sweet an argument thread

So if someone broke into your house and held you hostage, or someone set your house on fire, you'd charge the cops and firefighters for breaking down doors and windows or getting everything wet?

If you're going to compare two situations, make sure they are equivalent.

Cops see them as collateral damage.
It doesn't matter what people think.

The people driving and hearing sirens should have been in the right hand lane immediately and slowing down, if not stopped.

Damage caused by the police officers while in pursuit are not liable under the Qualified Immunity concept. The affected innocent vehicles will have to pay for the damages out of their own private insurance. In many states here in the United States of America.*

Qualified immunity covers the individual officer, not the whole department. It prevents the officer from being taken to court in a civil lawsuit.

Qualified immunity is just to prevent the individual officer from a civil lawsuit.
