There's usually a lag time of 3-10 years between an exploit being discovered and exploited and the company itself finding out about it.
Then another 3-10 years before they admit they knew about it, to make it look like it just happened.

That's a little daunting for many, so a quick downvote is a good way to express your disagreement without getting roped into an exhausting argument with people most likely not even arguing in good faith.
I do agree that the fact the jester provides useless internet points to "award" the receiver is a little counter-productive to the intent of the sender. The proliferation of "jester farming" usually makes disengagement and blocking a much more productive use of one's time.
That's secondary. They can't live without a downvote option so much that it's even worth the points.
But "I disagree" is not saying anything. It belongs to reddit-like 'thinking', where they believe that a thing becomes more true the more popular it is. Also, it is anonymous. Likes on Twitter for example are not, you can see who liked your tweet.
We'll just say it's a lazy man's way to argue. Express your disagreement without needing to actually do the work of argument.
You are right in that popularity is not necessarily truth, but it is still a useful metric. Like any statistic, how the numbers came to be is just as important, if not more so than the numbers themselves.
It's just a metric for how popular it is, that's my point. For arriving at the truth, only actual arguments are valid. "I disagree" is not, even if the whole world except you says it.
