You're 100% right. Take it from me, our government in Croatia is too stupid to be even remoteley convincing at inventing the most random fake topics imaginable precisely when a big corruption scandal happens, so yeah, it's definitely a thing. Don't forget all the stupid and pointless wars.
Even the import tax was a kinda small part of it...
More focus was laid on import policy and the beneficiaries of profit channels, as well as the persistent bickering about whose Parliament was "real."
