Pfff, absolutely anyone can do heroic things with laser beams from their eyes. There are also many people, humble hard workers who quietly participate in your daily life and deserve to be called heroes too - firefighters, doctors, teachers and many others.

A hero is defined by his origin story, precisely what motivates him and the types of problems they attempt to fix. Their tools, supplies, sidekicks and patrol region all help him solve his own problems by solving everyone else's first(just like a psychiatrist). The villains just happen to get added so that the hero has a source to blame for all the issues.
