-When your account gets banned. Not sure if this is against the rules.
-For selling it. This is against the rules, and will get the alt banned, maybe yours, even.
-For sudmitting games to greenlight. This is a good way to use alts.
-To get the alt banned, and then complain about it. This may be against the rules.
-For scamming other users out of games or cards. This is against the rules, and may get your main banned.
-For upvoting greenlight. This is okay if you are lacking votes, but if somebody makes too many alts and manages to get the game greenlit, this gets abusive.
-If you are famous and do not want to be stalked.
-If your main got hacked.
It`s hard to tell if a account is a alt or main. The best way to tell is if...
-They have stated it in their profile
-They have the same games as the main
-They do not have many acheivements. This does not mean it is a alt. It could be a new user, a inactive/abandoned account, or the person does not trade, friend people, or play games much.
-They almost have the same username as the main.
For example, there was hacking last year, and my main was hacked.
...except that list is already so outdated it's not even worth it anymore, so I haven't logged into it in at least a year or two.
One is for multi player and the other (this) is single player
Edit: Gem stacks, not Gem sacks
To trying new hacks, techniques, collecting more skins, causing havoc in the competitive scene, you're bound to see many alts playing CSGO.
^This.
Some people also create them to hide how often they play f2p games or mmos from significant others.
