Teddy Floppy Ears series
Nice little adventure games - not only for kids. :) And pretty much unbeatable for the current price.
Pretty much all of their games
To the best of my knowledge, you're better off sticking with really old games like the stuff from Humongous Entertainment (Already linked) and the Bookworm series.

Unfortunately games aimed at children are generally poorly received on Steam, so you won't find many.
If they like Legos, city builders might be good.
Also, Lego video games are pretty kid friendly without being "dumbed down".
But games on the Wii might be more kid friendly then on Steam. You might want to check that out.
That's true.
If they're very young then consider getting a nintendo console. Most of the games there are very innocent and easy to get into. Family-oriented, if you will.
But get the kid CoD. Be realistic, 2016, kids swear and drink mountain dew. Smartphones spend more time with the children than the actual parents. CS:Go is a fine title.
