Modern in terms of technology. Even the first James Bond movie was in colors...
Color film actually came first in the late 1800's. It was just too expensive to develop post-exposure.
OP didn't specify colour, they said modern. 30 years ago is not modern. Maybe things are different in upside down land.
Replying only to say this is a must watch movie for everybody including invading pieces of ♥♥♥♥.
It was in black and white because most people's experience with WW2 media is lack and white. He (Spielberg) wanted to set this movie firmly into people's recollection of WW2.
