I think the real reason they're doing this is likely twofold at least.

First, the usual barking as you rightly say - political theatre to just annoy or intimidate others.

But also it may well be marketing as there's been a VERY recent purchaser and user of North Korean missiles - RUSSIA.

They just dropped a load on Ukraine in recent days.

That can't be coincidence.

Let me hit you with some simple logic.

Let's assume the rest of the world is ♥♥♥♥♥♥♥ awful, far worse than China or North Korea. How does that change the claim here? It doesn't. It's still bad.

Let;s now assume the rest of the world is a utopia and prefect, and the claim here is the same - how does that noe change things? It still doesn't.

It's still awful.

That's why whataboutism is a logical fallacy because unless you're comparing in the claim it's moot.

We KNIOW every other country has bad stuff - that's not the claim.
