Yes, yes they can. ESRB and self regulating groups for video games were trying to keep government out of policing gaming. And lootboxes, a corruption of the ESRB was an excuse for government to get involved.
Governments can't get involved lmao. Lootboxes were taken out by developers choice. A government can't force a game developer to change their art or tell them what to do. Only thing people can do is sue but if that is they win. And they don't always win.
