Are Steam money not "money"
I spot it in some forum, Is not "money" but only license to use on Steam market?

It is store credit to be used in the community market or Steam Store.

No, it is not real money as it can not be used for things out-side of the above.

Just like a gift card to a store (or store chain) can't be used at any other store (or out side that chain).

No, it isn't actual money, and can only be used within Steam:

Funds in your Steam Wallet may be used for the purchase of any game on Steam or within a game that supports Steam transactions.

It costs nothing for them to create money since their operating costs to do so are nothing.

Valve can create "Steam Wallet money" And use them, if some CEO want give moderator 500$ Steam Wallet they able to do it And make these "money" from nothing?

I think he means because valve could add store credit to your account without real money needing to be spent. So, in effect, valve can create "money".

They'll make a post in the books that 500 bucks has been transferred. It still has to be accounted for.

Valve store money is nothing different from any other gift card or store credit elsewhere in the world.

Well, the steam wallet credit only has value because it's used in place of money. In other words, steam wallet credit would be useless without actual money adding value to it. And again, the credit can only be used within Steam.

but is there a limitation? they could not give anyone unlimited money, it would destroy the steam economy and it would be a massive fraud. (Sorry for these questions im old 12)

The limitation is that they can't make profit by giving people tons of steam wallet currency.

No, and that would cause a loss of profits. I don't know why they would do that.
