Pretty much this. Biden is such a weak flaccid corrupt president. Entirely compromised to foreign powers, probably on account of all the blackmail they have on him. Certainly explains all the money he has funneled outside the country and why they work so hard to run cover for him on all his scandals. They are protecting their interests in keeping the grift going.
