That said, sovereign governments do have legislative authority, and I wouldn't be surprised if some governments eventually, rather further in the future than 2030, mandate all vehicles must be capable of self-driving in order to pass registration. Which wouldn't be a scary police state action, not unless you think we're already living under one due to the regulations cars already have to meet, like airbags and emissions standards and laws mandating seatbelt usage.

In any case I just googled his name and Jim Isabella seems to be a sports commentator. Not sure why you'd trust him for world news and policy insight anyway, but...
1. The UN doesn't have the legal authority to do this.
2. The UN doesn't have the practical or financial capability to do this either.
3. The part about not allowing anyone to drive is practically insane as it can't even be enforced.
Basically this sounds like the crappy premise of a bad dystopian story, especially one written by someone who's paranoid about some world government conspiracy.

for those who have any affiliation with the USA police force's. the UN is why the american police cars are not alowd to have RED and BLUE lights. the UN got ridd of the RED flashers to conform with the rest of europen police.

That's because you're basically listening to conspiracy theorists on talk radio.
Agenda 21 is not a trade treaty. It is a non-binding, voluntary action plan suggesting how to make the world a better place by improving infrastructure and other stuff.
It's basically saying things like "it'd be a good idea to make more public transit in cities so we don't have as many traffic jams".
Also, climate change is happening, whether you like it or not. Ask the people in Norfolk or Miami Beach if they have to deal with flooding and seawater intrusion onto their streets more often. Ask my landlady how often the pond behind her house freezes nowadays compared to several decades ago. And there's all those scientific reports about it.

Actually, police cars in the US use red lights too. It depends on the locality, what they buy for their cruisers. It's just that the color blue is reserved for law enforcement.
Also, doing something that someone else does, because it seems like a good idea, is not a bad thing. Don't have to be different just to "stick it to the UN" or something, if it actually hampers police operations. Consider that red lights are used by firefighters' vehicles and ambulances.

I still see red flashers on cop cars. In fact, I see a lot of cars with red flashers in back and blue in front, so you can tell which way the car is facing at a distance.
