These days cellphones have actual emoji images and those txt based ones are just shortcuts to display it. Sometimes it's easier to just txt them out quickly, but emoji show expression which online messages outside might not display. Like if you are joking, etc.
It's related to the Japanese and Korean, then the Furry culture mostly. So yes it's a cat face, but still showing emotional expression the same as those human faces.
