...but telling it as anything other than a hypothetical is obviously a bad idea and the majority of people would be alarmed to be told that their package was a bomb.
It ruined the young-man's life because the government workers in the army can't take risks with a package delivered to their base. It would be alarming for most people to be told such a thing but maybe if they knew the guy they'd be reasonably certain that he was joking. ...and the military personnel might have actually known him and actually been on friendly social terms with him ...unfortunately they have protocol to follow.
When someone hits someone over the head with a pillowcase full of apples, that's not a prank, that's just assault, however, there are some things that can be considered jokes & it's possible to see where the person was coming from, who supposedly thought they were making a joke (they probably believe it although it could be an excuse to try and cover bad behavior), yet still be a very serious matter that others will not see as a joke & will react accordingly to it being a threat.
The big problem is that people tend to be bad at considering all the angles & understanding how something that they thought of as a joke might actually be really threatening to someone.
If you have a really really really good relationship with someone, you can probably joke about harming them without them feeling threatened, and they might actually laugh and enjoy the joke, but even that can go bad, so therefore as a general rule of thumb, if it sounds like something that might be a [credible] threat, it just shouldn't be joked about because technically it's both a joke and a threat.

Genocides. Those are very serious things done to people, and it would be very rude to joke about something that was very painful for them, rude to that ethnicy.
