If you want to argue that there may be consequences... yes. Won't argue with that one. There may be consequences with everything you say. Or I say. Anytime we speak or write. You can't know that for sure. Unless you shut up and don't say a word and do a thing. Don't leave your house, or room. As a matter a fact don't do anything, then you prolly can minimize any possible consequences.
I understand your message. Well, partly at least. One country comes in mind. One (narrowminded) religion too. But I am no fan of french toast.
However, that doesn't mean that one couldn't jest with anything. You can and people still do. Humor is a gift for many and it is also an excellent entertainment too. Whenever you kid, you can entertain and hurt some too. It is possible.
Judgement? Carefulness? Skill? They help but are not exclusive.

If you can joke about anything but not all the time or anywhere then you arguably can't actually joke about actually anything (or at least shouldn't - no one will be able to stop someone from making credible threats for entertainment, at least not until you've made the first one).
As stated, you CAN do such a thing for your own humor and entertainment - perhaps even the humor and entertainment of others ...however, you probably won't, because it's "too serious" to place a threat or claim that you're there to rob a bank or something ..."as a joke".
...you (probably) don't want to deal with the consequences.

The fact of the matter is, a joke told at 2AM in a public restroom, repeated the same joke at 4PM at someone's funeral, isn't actually the same joke.
If you threaten someone with a gun in a video game, they (usually) respond with some vulgarities about you and your mother.
If you threaten someone with a gun in real life, you get to see genuine FEAR from them
...and to some people that's funny to them.

And yet, there are people who do this. If you want to go in scenarios, you had to build or make examples. And yet, you still can joke about anything. Consequences... usually there is some. Too serious is again a matter of... either personal insight or judgement of others. If one doesn't find it too serious, I can't make him. Or her.

You can joke about anything. You can't argue with that. If one finds it funny and not too serious, there's nothing to turnover that.
But I understand your point and idea about the consequences. It was a good one.

Because something somewhere to someone will be "offensive"... and nobody would ever be able to make a joke...

George Carlin was thrown in jail in the 1970s because his jokes were "offensive" and "obscene" by someone's standards. Was that okay? Hey, he should have censored himself, because jokes are no big deal, right?
