Being Steam is a "13+" age minimum but there's "18+" things in the store they need to CYA indeed... it's like a door... if you opened the door you did it on your own Steam didn't help you in.
screenshots mainly, and other things that show up on store pages. If you have a game that has violence or nudity in screenshots, you have to put a warning/age check thing there, otherwise people could technically see age restricted content without buying the game.
not all of them allow that, but some will let you put down literally any year you want to.
