Starting Pokemon Black new save later today, what starter should I pick.

Serperior is the weakest because it's tanky and very fast but has low offenses, an attacking movepool basically limited to Grass and Normal moves, and Grass being a poor offensive type. This is coming from someone who used it on their first playthough and thinks it has the coolest design. It does get a few cool toys, though, like Leaf Blade and Coil via level up, so it is usable.

Emboar is the slowest but Fire/Fighting is a good offensive combination, and helps with the second Gym, which can be kind of tough. It leans towards being a physical attacker but can go mixed too.

Samurott can also go mixed and can get Megahorn via the Move Reminder in Mistralton, and it's my favorite of the three. It also gets Ice Beam, Blizzard, and Grass Knot for coverage.

tl;dr Just pick what you like and what works well with your other Pokemon. Snivy is harder to use than the others.

Hmm... There was Daycare quite early and Oshawott has Night Slash (Liepard) and Air Slash (Swoobat) as egg moves, so even if your initial one would have shallow movepool, next one doesn't need to.
