I don't play beat em ups as I can't stand them.
No, what I do is simply wait - many games go cheap enough within a few months. I picked up Dreams, Death Stranding, and Gears of War 4 and 5 each for about a tenner (although two were slightly over).
I don't have to wait long. That's the point. Some games though really hold their price because people either don't want to sell them that quickly, or there's not much excess stock hanging around.
For example, GTA 5 took me about two and a half years before I could get it cheap enough on the PS4. Likewise a lot of first party Nintendo games, especially Mario or Zelda mainstay games. I waited until the WIiiU had been forgotten (early last year) before picking one up and got all the games well under a tenner each. Many were 50p to around £1.50 each.
Last Capcom title I played was probably here on PC - Resident Evil 3 remake.
But this week alone I've played 40 Winks (PS1), Ridge Racer 4 (PS1), Koudelke (PS1), Dakar 18 (Xbox One), Elite (BBC Micro), Atic Atac (ZX Spectrum), Pokemon Mystery Dungeon (DS), Squadra Corse Alfa Romeo (Xbox), and a few others arcade games on my cabinet.
I'm equally happy with any game from any age. And because I dont' ever sell them, I still have them all to play as I wish,.

It has little much to do with new tech or it being too far off in the future that's prohibiting it.
It's the fact that there's a double whammy of nobody having any idea to push the story forward and that the writers and creators involved have all left.
With Valve operating their "flat" business model (where people work on what they want to, essentially) this isn't likel to happen.
Personally I think they're painted into a corner. The game is SO far removed from modern times and even if they purely though t up a fantastic story, the gameplay would make it seem mediocre today. So they're kind of stuck.
Wait, the Saints Row 2 re release is still a thing? I thought after the death of the dev who was working on it Volition shelved it. Especially since the reboot is coming too.
I'm still waiting on the news for the HD-2D remake of Dragon Quest 3...
And hopefully the Jelle's Marble League game does well enough that they put out games based on their Marbula One and the Sand Marble Rally...
